ตามมติคณะรัฐมนตรี เมื่อ 18 กรกฎาคม 2549 กำหนดให้กระทรวงมหาดไทยสร้างเครือข่ายอาสาสมัครเตือนภัยในพื้นที่ โดยกำหนดผู้รับผิดชอบในพื้นที่โดยตรง เรียกว่า "มิสเตอร์เตือนภัย" ทำหน้าที่ประสานงานและแจ้งเตือนภัยให้กับประชาชนในพื้นที่เสี่ยงภัย มีการจัดระบบเฝ้าระวัง แจ้งเตือนและอพยพไปสู่ที่ปลอดภัย
