我が国は原料となる鉱物資源の多くを輸入に依存し、供給の不確実性を抱えている。近年、新興国における需要増等により、供給の不確実性は高まっており、スクラップ等の資源循環の重要性が増している。しかし、非鉄金属スクラップの輸出も増加し、その傾向は強まっている。本調査は、この背景に、経済合理的に貿易が行われている以上の本質的課題があると考え、検討会を設置し、議論・検討を重ねた。
