日印間のインド進出時・更新時における行政手続きの実態を調査し、日系企業がインドで事業を営むために必要な手続きを整理しつつ、インドの他州あるいは他国で執られている手続きを参照し「先進的シングルウィンドウ・モデル」を見出だした。そのモデルについて、インドの２つの州でワークショップを開催し、現状の行政手続きと先進的シングルウィンドウモデルとのギャップを埋めるためのアクションプランを策定し、インドのビジネス環境改善を促した。
